Turosi Food Solutions operates food production facilities across Victoria, running continuous shifts with hundreds of staff moving through amenities daily. ACS Commercial Cleaning was appointed to take over cleaning across three operational sites at Thomastown, Broadmeadows and Geelong.

 

The scope covers staff amenities, production kitchens, lunchrooms, locker rooms, toilets, maintenance areas and offices. ACS was engaged because standards across the three facilities had declined under the previous arrangement, and Turosi needed a provider capable of recovering the sites and then holding the standard without ongoing management from their own team.


THE CHALLENGE

When ACS took over, the condition of the facilities reflected a long period of cleaning that had drifted well below what a food production environment requires.

 

Staff amenities carried the worst of it. Locker rooms had accumulated grime across floors, benches and locker faces. Toilet blocks showed staining and mineral build up on fixtures, partitions and tiling that routine wiping had not addressed. Kitchen sinks carried heavy soiling and scale around drains, tapware and splashbacks. Ceiling tiles showed water staining. Stainless steel racking in food handling areas had built up residue in exactly the places that matter most in a food facility.

 

None of this happened overnight. It was the result of a cleaning routine that kept touching surfaces without ever restoring them, so soiling compounded across months until the gap between actual and required condition became too wide for a normal clean to close.

 

The operational reality made it harder. Production could not stop. Hundreds of staff continued using the amenities every shift, so any area cleaned in the morning was back in full use by the afternoon. Recovery had to happen inside a live operation, on three sites at once.

 

For Turosi, the business problem was not that things looked dirty. It was that the facilities had reached a point where the existing approach could no longer recover them, and the burden of chasing it had shifted onto their own management team.


WHAT ACS NEEDED TO ACHIEVE

The objectives were clear from the first assessment.

 

Restore the neglected areas to a standard appropriate for food production, rather than maintaining them at the level they had fallen to. Complete that recovery without interrupting production or restricting staff access to amenities. Establish one consistent standard across Thomastown, Broadmeadows and Geelong rather than three separate arrangements. Build an ongoing system capable of holding the recovered standard long term, not just achieving it once. Coordinate day and night cleaning around live shift patterns at each location. And reduce the management burden on Turosi, so their team could stop supervising cleaning and return to running the business.


ACS'S APPROACH

ACS did not simply take over the existing cleaning roster. We assessed why standards had deteriorated, prioritised the areas requiring immediate recovery and built a cleaning system capable of maintaining the restored standard long term.

 

The work began with a full site assessment at each facility. Rather than accepting the previous scope, we documented the actual condition area by area and identified where the gap between current and required standard was widest. That flagged locker rooms, toilet blocks, kitchen sinks and stainless steel food handling surfaces as immediate priorities.

 

From there we built a structured recovery plan. The critical decision was to work through one area at a time and bring it fully back to standard before moving on, rather than spreading effort thinly and improving nothing decisively. A partially cleaned locker room looks the same as an uncleaned one. A fully restored one changes what staff expect from the space.

 

Recovery work of this kind cannot be absorbed into a routine roster, so ACS allocated additional labour specifically for the restoration phase. That is a cost decision most contractors avoid by cleaning harder within existing hours and hoping the results catch up. They do not.

 

Scheduling was coordinated across all three locations around production hours and shift changes, with day and night teams operating according to what each site required.

 

Once an area reached the target standard it transitioned out of recovery and into routine maintenance under a documented scope. Dedicated teams were established at each location, so the same people return to the same site and know what the restored standard looks like. Throughout, ACS managed coordination between the three facilities so Turosi dealt with one accountable provider.

THE RESULT

The three facilities were brought back to a consistently high standard within approximately the first month of the contract.

 

The before and after condition across the amenities tells the story. Locker room floors, benches and locker faces were restored. Toilet blocks, partitions and fixtures were brought back to a clean, presentable condition. Kitchen sinks, tapware and splashbacks were stripped of accumulated soiling and scale. Stainless steel racking in food handling areas was returned to a clean finish. Ceiling and wall surfaces were addressed rather than worked around.

 

Once recovery was complete, the work transitioned into ongoing maintenance under a documented cleaning system. Dedicated teams are established across all three locations, with day and night cleaning continuing in line with each site’s shift patterns.

ACS now manages the ongoing relationship across Thomastown, Broadmeadows and Geelong. The standard achieved during recovery is the standard being maintained, and responsibility for holding it sits with ACS rather than Turosi’s management team.


WHY THIS PROJECT MATTERS

The Turosi Food Solutions contract demonstrates ACS’s ability to take over complex multi site environments where cleaning standards have already deteriorated. Rather than continuing the previous routine and hoping for a different result, ACS identified what needed to be recovered, allocated the labour required and established an ongoing cleaning system across three active industrial facilities.

That is the difference between supplying cleaners and taking ownership of a cleaning outcome. Recovering a neglected facility requires an honest assessment, a plan sequenced around live operations, and the willingness to invest additional resources upfront rather than pushing the problem into next month’s roster.

For food production businesses it also demonstrates that recovery is possible without shutting down. Production continued throughout. Staff kept using the amenities. The work was built around the operation.
